Town Centre

Major changes to Redhill parking as new town centre restrictions come into force

By Surrey Extra Redhill

Drivers in Redhill are being warned that new parking restrictions are now in force across parts of the town centre, with motorists who ignore the rules now at risk of receiving a Penalty Charge Notice (PCN).

A new Restricted Parking Zone (RPZ) has been introduced in Redhill town centre following years of concerns about vehicles waiting and parking within pedestrian areas. The changes mean that waiting is now prohibited in designated parts of the town centre, with enforcement officers able to issue Penalty Charge Notices to vehicles found in breach of the restrictions.

The scheme forms part of Surrey County Council’s 2025/26 parking review for the Borough of Reigate & Banstead and follows consultation with residents, Surrey Police and the local authority.

Which areas are affected?

The new Restricted Parking Zone applies to sections of:

  • Station Road
  • London Road
  • High Street

These restrictions cover the pedestrianised areas of Redhill town centre. According to Surrey County Council, the A25 is not included within the new Restricted Parking Zone, while existing parking restrictions elsewhere remain unchanged.

Drivers can now receive Penalty Charge Notices

Vehicles found waiting within the Restricted Parking Zone may now receive a Penalty Charge Notice (PCN).

The restrictions apply to all types of vehicles, including:

  • Cars
  • Vans
  • Motorcycles
  • Mopeds
  • Delivery vehicles

Motorists are advised to familiarise themselves with the new signage before stopping within the pedestrian zone.

Blue Badge holders included

The new restrictions also apply to Blue Badge holders within the designated Restricted Parking Zone.

While Blue Badge holders are normally entitled to certain parking concessions, those exemptions do not apply within the affected pedestrian zone. Drivers should therefore ensure they comply with the new restrictions to avoid receiving a Penalty Charge Notice.

Loading and unloading

Businesses operating within the pedestrian zone may continue to load and unload goods where they have registered for a virtual permit.

However, vehicles must leave the area immediately once loading or unloading has been completed and cannot remain waiting within the Restricted Parking Zone.

Parking fines already being issued

The new restrictions are already being enforced.

Surrey Extra has obtained photographs showing Penalty Charge Notices being issued to vehicles within the Restricted Parking Zone.

One photograph shows a delivery scooter with two Penalty Charge Notices attached, highlighting that enforcement is now underway and that motorists who fail to comply with the new restrictions may face financial penalties.

Why have the rules changed?

The introduction of the Restricted Parking Zone follows years of concerns raised by residents, councillors and local businesses regarding vehicles waiting and parking within Redhill’s pedestrianised town centre.

Issues highlighted during previous consultations included:

  • Vehicles waiting within pedestrian areas.
  • Obstruction of pedestrian routes.
  • Reduced accessibility for wheelchair users and people with pushchairs.
  • Safety concerns for shoppers and visitors.
  • Drivers ignoring existing parking restrictions.

The new measures are intended to improve pedestrian safety, maintain access through the town centre and reduce inappropriate parking within the pedestrian zone.

The zone builds on earlier measures to keep vehicles out of the pedestrian area, including the new bollards installed in Redhill town centre.
